Tasmania's political donation laws are the weakest in the nation and its government lacks transparency, a think tank says.
The Australia Institute has called for a suite of reforms to ensure better governance and "help restore trust" in the state's politicians.
Tasmania doesn't have state-specific political donation laws and there is no obligation to report donations under $13,500.
A separate University of Tasmania study found since 2009 less than 20 per cent of $25 million donated to state political parties has been disclosed.
The Australia Institute report has recommended donations more than $1000 be disclosed within a week outside election periods and within a day during campaigning.
It also wants a ban on foreign and anonymous donations.
"Compared to other Australian states, Tasmania has weaker political donation laws, less government transparency and limited public accountability," director Leanne Minshull said.
The report calls for increased funding for the state's Integrity Commission and an overhaul of Right to Information (RTI) processes to ensure more government department information is made public.
There has been a lack of full Integrity Commission inquiries into potential corruption, the report, released on Monday, said.
In 2018/19, RTI requests in Tasmania were fully disclosed 28 per cent of the time, compared to 65 per cent in Victoria and 84 per cent full or partial disclosure in Queensland.
"Reform to date has occurred in a haphazard manner that has seen Tasmania remain at the bottom of the good governance table," the report reads.
Senior minister Guy Barnett didn't commit to additional Integrity Commission funding, saying the independent authority was "achieving its objectives".
"It's not a toothless tiger. (It) has an important role to play," he told reporters.
The ombudsman on Monday released new guidelines to help strengthen protection for whistleblowers, noting Tasmania has historically had a "very low" number of people coming forward compared to other states.
