It is a $22 million state-of-the-art facility that has catapulted rugby league into a new and somewhat unfamiliar age - even wooing Prime Minister Malcolm Turnbull for its unveiling - but Penrith's executive general manager Phil Gould still can't fathom how the NRL hadn't contributed a cent.
