A SEVENTH-DAY Adventist church will be built in George Road, Leppington, for the Sydney Tongan community.
The church's general secretary, pastor Michael Worker, said the Tongan church members would like to make a positive contribution to the community and provide facilities that would enhance the area.
"I have no doubt the Tongan community will comply with the conditions of the DA approval," he said.
"They have plans to commence with services in both English and Tongan and be a community that will become multicultural rather than just reflect one ethnicity."
Conditions of approval include a 10pm curfew, the revegetation of Cumberland Plain woodland trees and the preservation of an Aboriginal relic on the site. The centre will have a maximum capacity of 390 with a future membership projection of 500.
Local residents have expressed concern over increased traffic and noise pollution.
Danica Sajn spoke on behalf of her parents, who live opposite the site, at Tuesday's council meeting.
She said the scale of the development was questionable and not complementary with the rural surroundings.
Ms Sajn said the road leading up to the construction site was dangerous and provided "zero" visibility.
"We are concerned that the report does not reflect the true dangerous nature of this horizontal alignment of George Road at this corner," she said.
"We do not believe that George Road can accommodate or was designed to accommodate up to 88-100 vehicles entering and exiting only one property."
The council has recommended that George Road be upgraded with an auxiliary right-turn bay at the intersection of the site.
The development plans were approved subject to conditions.
